The head of state talked about the return of Ukrainian Heroes from captivity, the rescue operation in the south of Ukraine, thanked everyone who helps save people after the disaster at the Kakhovskaya HPP, the visit of representatives of the International Criminal Court to Kherson Oblast, and the next sanction step.

Today, we managed to return 95 more of our people from Russian captivity, 31 of them are defenders of Mariupol. The majority are privates and sergeants, two officers. Armed Forces, National Guard, border guards. Thanks to our team: Budanov, Yermak, Malyuk, Lubinets, who deals with exchanges, thank you for this result. Well done, guys! We must free every Ukrainian man and every Ukrainian woman from Russian captivity.
We are continuing our rescue operation in the south of Ukraine, and we have already managed to evacuate about 4,000 people. Dozens of towns and villages remain flooded, the worst situation, as before, in the temporarily occupied part of the Kherson region.
Again and again we thank our people: military, police, rescuers. Special thanks to volunteers, doctors, local authorities – everyone who is helping to save people now after the Kakhovskaya HPP disaster, and especially thanks to those who are helping to get people, in particular, from the occupied territories. It is extremely difficult, dangerous, it is special heroism. Thank you for every life saved!
Russian terrorists continue to shell evacuation routes, evacuation points, boats on which people are taken away… Today, as a result of one of these shellings, three people were killed, my condolences to their relatives and friends… Ten more people were injured, two of them policemen. It was an evacuation from Kardashinka, a village on the left bank of the Kherson region… The occupiers created this disaster by blowing up the dam, throwing people to their own devices in flooded towns and villages, and after that they also fire at the boats on which they are trying to take people… Even animals are more moral than you, the Russian state .
Recently, representatives of the International Criminal Court visited Kherson Oblast. On the very first day after the disaster, the Prosecutor General sent a request to the Office of the Prosecutor of the International Criminal Court regarding the investigation of this disaster, and the work has already begun.
It is very important that representatives of international justice saw with their own eyes the consequences of this Russian terrorist attack and heard for themselves that Russian terror continues. And it continues with the most cynical and brutal shelling of the flooded area, the evacuation area… We already support and will continue to support the maximum independent and objective investigation by the International Criminal Court. All our law enforcement officers and other institutions are maximally involved in this process. Full access to affected areas, to witnesses, to all information and evidence. This investigation is very important for the security of the whole world.
The full and fair responsibility of the Russian terrorists and the terrorist state itself is a necessary prerequisite for the world to avoid repetitions of such evil.
Today, our state took another sanctioning step. Against those who serve evil, which the Russian state has become. Against those who helped to destroy freedom on the territory of Russia and play one of the key roles in the repressions on our temporarily occupied territory and on the territory of Russia itself. 178 such persons were added to our sanctions lists at the request of the Security Service of Ukraine. And we will do everything to ensure that each and every one of this list of assistants of the Russian dictatorship is truly responsible for everything they have done against people and freedom. For every broken fate and for every criminal decision that helped Russia turn into a terrorist state.
And one more. Of course, I am grateful to our soldiers for this day. To each of our combat brigades, to each of our units. OSUV “Khortytsia”, “Tavria” – everyone who is currently fighting, everyone who is in positions, everyone who helps… I thank you! Thank you for every step, for every fight, for every destroyed occupier!
