Allowances for children without parental care: what is the amount of payments and the procedure for receiving them?

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 331 dated 22.03.2024, a new benefit “Child is not alone” was introduced.

The “Child is not alone” allowance is an allowance for children who have been left without parental care but have not acquired the status of an orphan or a child deprived of parental care and are placed in a family of relatives, friends, foster family, or family-type children’s home. The allowance was introduced so that families with such children could provide them with the necessary conditions and care.

Who is eligible for this type of benefit?

A person with whom a child is temporarily placed can apply to the Department of Social Protection for such assistance for 6 months, if the family is permanently residing in Ukraine. Temporary placement is formalised by an order of the Service for Children.

The grounds may include cases when the parent or one of the parents:
– died or was killed (and the other parent does not fulfil his or her duties);
– is under temporary occupation, encirclement;
– is wanted as a missing person under special circumstances or is recognised as such;
– is in captivity of the aggressor state;
– is deprived of liberty (detention, hostage-taking) by the aggressor state.

The payment can also be made by a representative of a foster family or a family-type children’s home in which the child is temporarily staying.

What is the amount of this benefit?

– 2.5 subsistence minimums for children of the appropriate age for each child:
for children under 6 years of age, the subsistence minimum is UAH 2,563, respectively 2.5 subsistence minimums – UAH 6,407.5;
for children from 6 to 18 years of age – UAH 3,196, respectively 2.5 subsistence minimums – UAH 7,990.<3.5 times the subsistence minimum for children of the respective age, for each child with a disability:
for children under 6 years of age – UAH 2,563, respectively 3.5 subsistence minimums – UAH 8,970.5;
for children from 6 to 18 years of age – UAH 3,196, respectively 3.5 subsistence minimums – UAH 11,186.
