Communities of Lviv region can take part in the project “Budget participation from a to z”: the competition has been announced

20 partner communities of the USAID “HOVERLA” Project will be involved in the project, including those from the Lviv region.

The purpose of the competition is to promote the formation of infrastructure in communities for the implementation of a complex system of participatory budgeting, the involvement of citizens in the budget process in communities, as well as the dissemination and transfer of successful experience and practices of the project to other communities of Ukraine.

20 partner communities of the USAID “HOVERLA” Project from Lviv, Volyn, Zhytomyr, Zakarpattia, Poltava, Rivne, Odesa regions will join the project.

This was reported by the department of agro-industrial development of the Lviv regional state administration with reference to the association “Civil partnership “For transparent local budgets!”.

The essence of the project: during the year, community representatives will undergo training and prepare “roadmaps” for the implementation of budget participation tools, and with the help of the Partnership’s experts, they will develop regulations on budget participation tools, prepare and distribute “Budgets for Citizens” (booklets) among their residents with visualized data that comprehensively and in an understandable form informs about the budget process and how residents can participate in it).

In addition, with the mentoring support of experienced experts of the Partnership, communities will be able to choose 2-3 tools for engaging citizens and implement them through the adoption of relevant regulatory and legal acts.

Deadline: the application must be filled out, signed and submitted no later than October 16, 2023 to the e-mail address: probudgetua@gmail.com, indicating in the subject of the letter “Name of the community, “Budget participation from A to Z” competition.”

Questions regarding participation in the project are accepted in writing to the e-mail address probudgetua@gmail.com until October 10 inclusive.

Selection of communities consists of two stages: evaluation of applications and an interview with the project team (if necessary).

“Within the framework of this project, information and educational campaigns for residents will be held in each community identified in the competition, in particular, “Community Budget Days”. This project will create an opportunity for rural residents and farmers of the community to actively participate in events. They will be able to submit their proposals to the community budget for the next year, in particular with regard to laying down financial support for the implementation of projects in the agricultural sector, they will participate in budget quizzes, tours of the community budget, and also join the marathon of writing ideas for participation budget projects. Today, the openness and transparency of the community, which directly communicates closely with taxpayers, contributes to success”, – emphasized the director of the department of agro-industrial development of the Lviv Regional State Administration, Tetiana Hetman.

The contest takes place within the framework of the project “Budget participation from A to Z”, which is carried out by the Public Partnership “For transparent local budgets”, and was made possible thanks to the United States Agency for International Development (USAID) and the support of the USAID Project “HOVERLA”.

Public partnership “For transparent local budgets!” is the first and only network of public organizations in Ukraine, which focuses on raising the standards of integrity, transparency and efficiency of the budget process at the local level and ensuring citizens’ participation in it. It is a network of 20 civil society organizations from 16 regions of Ukraine. Coordinator of the Public Partnership “For transparent local budgets!” is the Odesa regional organization of the VGO “Committee of Voters of Ukraine”.
