Border crossing: what will change for road carriers and what other categories can go abroad

According to Decree № 615 of 20 May, drivers crossing the border to transport humanitarian aid must now indicate the list of cargo and length of stay outside the country

This was announced during a briefing by Deputy Chief of Lviv OVA Yuriy Buchko.

“Volunteer drivers will be able to cross the border in case of transportation of humanitarian aid, medical cargo and cargo for the needs of the Armed Forces or other military formations formed in accordance with the laws of Ukraine. Lviv OVA will clearly review the justifications that drivers will provide for the purpose of transporting goods. According to the Way system, a driver can stay abroad for no more than 30 days. If a person does not return from abroad on time or does not deliver the declared cargo, the administration has the right to revoke the permit within seven days, “said Yuriy Buchko.

He added that the OVA grants permission to travel only to those who transport humanitarian aid or medical supplies. Business representatives traveling for their own purpose may apply for a permit to the Ministry of Economy.

Ihor Matviychuk, Deputy Chief of Staff of the Western Interregional Department of the State Border Guard Service of Ukraine, noted that another category with the right to travel abroad now includes employees of railway transport companies that ensure the operation and smooth operation of the railway. In addition, athletes who are included in the national teams of Ukraine in Olympic and non-Olympic sports and their coaches will be allowed to travel abroad. These categories must apply to the Ministry of Infrastructure and the Ministry of Sport for permits.

“Now the administration has provided a mechanism to check whether there are any abuses by the recipients or senders of humanitarian aid. For our part, we will inform OVA if we record the excess of the period of stay abroad or if a person transports, for example, a car not for the Armed Forces, but for personal use, “said Igor Matviychuk.

He also noted that about 20 evaders are found at the border every day, who use various methods to leave the country, including forging documents.

“Such persons will be held liable either under Article 336 of the Criminal Code of Ukraine: evasion of conscription for military service, or under the article on forgery of documents,” Ihor Matviychuk explained.
