Lviv Oblast is the first in Ukraine to introduce e-tickets on suburban and intercity bus routes.
A meeting was held in Lviv OVA regarding the introduction of an automated fare accounting system (ASOOP or E-ticket) in suburban and intercity public bus routes of the Lviv region.
In particular, the participants discussed the issue of financial reporting at motor transport enterprises and the performance of the RRO functions by validators. The meeting also discussed the use of the QR.Diya tool.
What does the introduction of an E-ticket give the passenger?
During the meeting, they discussed the progress of work on the implementation of ASOOP, in particular, the start of the “check-in – check-out” system.
“The check-in – check-out system will allow the passenger to pay only for the distance he has traveled. According to this system, passengers will validate their tickets when entering and exiting the transport. It is important to register the departure time, because if you do not do this, the system will deduct from the account the amount for the entire route up to the final stop,” said Stepan Rudnytskyi, head of LOVA’s transport and communications department.
Currently, ASOOP is being tested on routes in the Turkiv direction. During October, the investor is obliged to approve the operation of ASOOP on all routes.
The procedure for non-cash payment (bank card, smartphone, etc.): the passenger enters the bus, fixes the place of boarding, and then disembarks. The system automatically debits funds that go to the STT account. The validator prints a ticket for the passenger.
Cash payment procedure: the passenger enters the bus and pays in cash. The driver selects the fare on the validator, which is connected to the software PPO, according to the amount and the route chosen by the passenger. The system calculates this payment and sends the information to the tax office (according to this information, the company’s accountant makes a report). The validator prints a ticket (taxed check) for the passenger (old tickets are no longer needed).
It is necessary to take into account: if this amount is not enough, it will be collected in subsequent periods, or the STT will issue an invoice to the enterprise.
What does the introduction of an E-ticket give to carriers?
The head of the auto company will have access to the Dashboard. To obtain actual data (traffic on the route, how many passengers and through which sales channels purchased the ticket, etc.), an information panel was developed.
The format of working with drivers will change: each driver will have a card for opening and closing the shift. After the shift is closed, the validator issues a zet report to the driver, which shows the number of transactions and the amount in cash and cash for the shift. This is a unique transition to a transparent system of accounting for funds that the carrier receives as payment for transport services
What does the introduction of the QR.Diya tool allow?
Exchange of documents, identity verification, etc. between the service provider (carrier) and the service recipient (passenger) can now take place through the Diya application.
How are the possibilities of ASOOP and the introduction of PRO related?
Article 39 of the Law of Ukraine dated 04/05/2001 No. 2344-III “On Road Transport” defines that a document for regular passenger transportation for a passenger is a bus ticket and luggage transportation (for discounted travel – an identity card of the established model or a certificate, on on the basis of which the discount is granted), and in the case of the introduction of an automated system of accounting for fare payment – an electronic ticket and documents for discounted fare.
The order of the Ministry of Transport and Communications of Ukraine dated 05/25/2006 No. 503 approved the Standard forms of tickets for the passage of passengers and transportation of luggage on public routes.
Therefore, natural persons – entrepreneurs – payers of the single tax, who carry out passenger transportation, in the case of calculations using vouchers, tickets with printed series, number, nominal value, РРО or РРРО and РК are not applied.
The validator will perform the functions of the PRO, which simplifies the fiscalization of operations for the carrier and allows avoiding violations of tax legislation.
