A group of people who planned a series of terrorist attacks in Kyiv and Lviv will be tried for fulfilling the instructions of Russian special services

Prosecutors of the Lviv Regional Prosecutor’s Office have sent to court an indictment against four Ukrainian citizens who, on the instructions of Russian special services, planned a series of terrorist attacks in Kyiv and Lviv.

All of them are charged with unlawful handling of explosives and explosive devices (Part 1 of Article 263 of the Criminal Code of Ukraine). Additionally, one of them is charged with high treason and attempted sabotage (Art. 111, Part 2, Art. 15, Part 2, Art. 113), and the other with an unfinished attempt to commit a terrorist act (Art. 15, Part 3, Art. 258 of the Criminal Code of Ukraine). Two members of the group are also charged with organising the illegal crossing of the state border of Ukraine with Russia (Art. 332, Part 2 of the Criminal Code of Ukraine).

The investigation established that the two defendants, on the instructions of a representative of the Russian special services, were to plant explosive devices at a defence enterprise in Lviv, in three shopping centres and in a catering establishment in the capital. Then they were to detonate them.

Two other defendants had previously provided them with explosives to implement the plan.

In addition, at the request of the Russian Federation, the explosives suppliers also had to ensure the evacuation of one of the participants to the territory of the aggressor country. In particular, by escorting him to the border line with Russia and further indicating the direction of movement and clear landmarks on the ground.

Thanks to the coordinated actions of law enforcement, the terrorist attacks were prevented in a timely manner.

All 15 explosive devices disguised as food were detected in Kyiv and defused by law enforcement officers.

Another 4 improvised explosive devices were previously seized in Lviv.

The pre-trial investigation was conducted by the SBU Office in Lviv region.

Note: In accordance with Article 62 of the Constitution of Ukraine, a person shall be presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
