44 million hryvnias were stolen for the reconstruction of the objects of the military town: participants of the financial scheme were detained in the Lviv region
Among those involved are two organizers, officials of one of the military educational institutions and a contractor organization. Seven members of the organized group are accused of misappropriation of budget funds and official forgery.
According to the investigation, two residents of Lviv developed a scheme to seize budget funds, which were supposed to be allocated for the reconstruction of buildings in one of the military towns of the region. In order to implement their plan, familiar officials of the military educational institution and a commercial structure were involved. With the latter, a subcontract was subsequently concluded for the performance of works on the objects.
In order to seize the funds, false information about the volume and cost of the completed construction works was entered into the official documents. In order to withdraw funds into the “shadow” and provide legality to financial transactions, the contractor transferred funds to subcontracting organizations for work that they did not actually perform.
In this way, the participants of the scheme took possession of budget funds in the total amount of UAH 44 million.
On March 20, operatives of the Department of Strategic Investigations in the Lviv region and investigators of the investigative department of the regional police detained seven suspects.
Under the procedural leadership of the Specialized Prosecutor’s Office in the Defense Sector of the Western Region, everyone was notified of the suspicion under part 3 of Art. 28 ch. 4 and 5 art. 191 (possession of property in particularly large sizes by an organized group under martial law) and part 1 of Art. 366 (official forgery) of the Criminal Code of Ukraine. Among the suspects are two organizers, officials of one of the military educational institutions and a contractor organization.
The issue of choosing precautionary measures is being resolved.
