State registrar in Solonka registers 11 apartments in names of people without their knowledge

Under the procedural supervision of prosecutors of the Pustomyty District Prosecutor’s Office, the state registrar of one of the territorial communities was served a notice of suspicion.

She is charged with unauthorised actions with information processed in electronic computers, automated systems, computer networks or stored on the carriers of such information, committed by a person who has the right to access it and abuse of authority (Article 362(1), Article 365-2 of the Criminal Code of Ukraine).

 

According to the investigation, in the period from December 2021 to February 22, the state registrar illegally registered ownership of 11 apartments in Solonka village to individuals without proper legal grounds.

For illegal benefit, the suspect made unauthorised changes to the State Register of Real Property Rights. In particular, without obtaining information from the Unified Electronic System in the Field of Construction on the commissioning of a real estate object, technical inventory and assignment of an address to the real estate object, as well as the absence of a property division agreement or court decision.

As a result of such actions of the registrar of the territorial community budget, more than UAH 200 thousand of losses were caused in the form of non-payment of share participation contributions for the construction of real estate objects.

The pre-trial investigation was carried out by investigators of the Police Department No. 2 of the Lviv District Police Department No. 2 of the Main Department of the National Police in Lviv region with the operational support of the Cybercrime Department in Lviv region of the Cyber Police Department of the National Police of Ukraine.

Note: Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
