Russian Agent in Ukrainian Prison Planned Arson of Law Enforcement Vehicles in Lviv

Officers from the Department of Internal Security (DIS) and investigators in Lviv disrupted a plot to destabilize the region. A detainee from Zaporizhzhia, held in one of Lviv’s correctional facilities, was coordinating arson attacks on police and military vehicles on behalf of Russian criminal networks.

According to the investigation, the detainee received an offer via a messaging app from an individual claiming to represent the Russian criminal underworld. He was promised money for organizing the arson of law enforcement vehicles.

The suspect agreed to the plan and began recruiting an accomplice. He provided instructions, helped select targets, and negotiated payment. The arsonist was instructed to record the act on video as proof for the Russian client.

Law enforcement officers conducted a special operation, simulating the arson and preventing the crime. They fully documented the scheme, from receiving the order to the anticipated payment.

Under the procedural guidance of the Lviv Regional Prosecutor’s Office, the suspect has been charged with organizing an attempted deliberate destruction of property by arson, committed by a group of persons under prior agreement and repeatedly (Art. 27(3), Art. 28(2), Art. 15(2), Art. 194(2) of the Criminal Code of Ukraine).

The operation was carried out with the assistance of the State Institution “Lviv Correctional Facility No. 19.”
