Under the procedural leadership of the Lviv Regional Prosecutor’s Office, a pre-trial investigation was completed and an indictment was sent to the court against the first deputy mayor of one of the city councils of the Lviv Region on the facts of selling humanitarian aid, abuse of official position, as well as receiving an illegal benefit (part 3 of Article 201-2, Part 2 of Article 364 and Part 3 of Article 368 of the Criminal Code of Ukraine).
According to the investigation, the official demanded and received UAH 100,000 from a volunteer for handing over a Volvo bus to the military, which the city council previously received as humanitarian aid from the association of Ukrainians in the Republic of Finland.
In the meantime, the official hatched a plan to get an undue advantage by taking advantage of his official position. Therefore, he almost immediately handed over one bus to public organizations, as a result of which the city council suffered material damage in the amount of more than UAH 350,000.
As we have already written, the accused tried to sell the second bus for UAH 100,000. It was explained to the volunteer: “without providing the specified funds, the transfer of the specified bus to the military unit will not take place.”
In general, during the period from March to April 2022, the first deputy mayor concluded illegal transactions regarding humanitarian goods “for the purpose of obtaining profit” for a total value of more than UAH 650,000.
The pre-trial investigation in the criminal proceedings was carried out by the investigators of the Territorial Administration of the State Bureau of Investigation, located in the city of Lviv.
Note: in accordance with Art. 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in a legal manner and established by a court verdict.
