Directors of contractors suspected of misappropriating over UAH 6 million allocated for restoration of critical infrastructure in energy sector
Under the procedural supervision of the Lviv Regional Prosecutor’s Office, two heads of business entities were served with a notice of suspicion. They are charged with misappropriation of budgetary funds and forgery of official documents (Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine).
According to the investigation, in 2022, one of the state-owned enterprises held a tender for the purchase of services, which was won by a private enterprise. In particular, it concerned the provision of services for the transport of autotransformers from an EU country to one of Ukraine’s nuclear power plants, which included international transport.
To fulfil the terms of the contract, the successful bidder engaged a contractor to perform certain types of work, and the latter, in turn, engaged a subcontractor for the same purpose.
Subsequently, the directors of the contractors, knowing for certain that they had not completed all the work, entered false information into official documents. These were acts of service provision with incorrect actual volumes of work performed and their cost, which did not correspond to reality.
In particular, this concerned international transportation services, which they did not provide, as the transformers were delivered to Ukraine at the expense of foreign partners.
As a result, the business entities received more than UAH 6 million without any grounds.
It should be noted that these funds were allocated from the state budget to restore critical infrastructure in the energy sector.
At the request of the prosecution, the suspects’ property was seized.
Investigative actions are ongoing, all involved persons are being identified.
The pre-trial investigation is being carried out by detectives of the SBU Department in Lviv region with the operational support of the SBU Office in Lviv region.
Note: In accordance with Article 62 of the Constitution of Ukraine, a person shall be presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
