Organised group to be tried for misappropriation of budget funds during overhaul of stadium in Stryi

Under the procedural supervision of the Lviv Regional and Stryi District Prosecutor’s Offices, the pre-trial investigation was completed and the indictment against three members of the organised group was submitted to the court.

The organiser and its executors – the director and chief engineer of the contractor – are charged with fraud and forgery of official documents (Article 190(4), Article 28(3), Article 366(1) of the Criminal Code of Ukraine).

The investigation established that the defendants seized budget funds during the overhaul of the Sokil stadium in Stryi.

Previously, in June 2021, based on the results of the tender, the company and the Education Department of the Stryi City Council concluded an agreement on the execution of works on the above-mentioned facility.

Based on the results of the work performed, the contractor entered false information in the acts of work performed and certificates of their cost. In particular, their volume and cost were overstated.

After the documents were approved by the local government, almost UAH 2 million was unreasonably transferred to the business entity.

In order to protect the interests of the state in criminal proceedings, prosecutors filed a claim for damages.

It should be noted that subventions from the local, regional and state budgets were allocated for the repair of the stadium.

The pre-trial investigation in the criminal proceedings was conducted by investigators of the Stryi District Police Department of the Main Directorate of the National Police in Lviv region, with the operational support of the SBU Office in Lviv region.

Note: Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
