This is one of the directions of the Concept of support for defenders, which was developed in Lviv OVA.
Entrepreneurs participating in the ATO/OOS and veterans of the full-scale war with Russia can receive financing for the costs of implementing start-up projects. We are talking about funds that will be directed to the purchase of equipment, equipment, and other means of production.
Such an opportunity is provided by the program of increasing the competitiveness of the Department of Economic Policy of Lviv Oblast.
Participants can become natural persons-entrepreneurs, citizens of Ukraine, with registration of their place of residence in the territory of Lviv region, who have the status of a participant of the anti-terrorist operation (ATO), a veteran of the war with the Russian Federation.
One of the winners of the competition program “Increasing the competitiveness of Lviv region” is Oleg Kashlyak. He is the former head of the food safety and veterinary medicine service of the National Guard of Ukraine.
Since childhood, Mr. Oleg dreamed of becoming a doctor. He graduated from the veterinary university.
From the beginning of the Revolution of Dignity until 2016, he was engaged in providing fuel to the western group of troops at all checkpoints in the territory of the ATO, where the National Guard of Ukraine was stationed. As a refueler, he went to all the extreme points of the front: from Debaltseve to Stanytsia Luhanska.
However, the veterinary business did not leave him. Back in the ATO, he took care of stray cats and dogs, of which there were a lot.
In 2021, together with his son, he started a family business in the field of veterinary medicine. After taking courses on writing a business plan, Mr. Oleg learned about the opportunities provided by Lviv OVA. After submitting an application, he received funds with which he purchased a ventilator.
Last year, the National Guard serviceman retired due to his health. Now Mr. Oleg devotes the lion’s share of his time to the development of the clinic.

The selection of start-up projects of individual entrepreneurs is carried out on a competitive basis.

By the way, this area of support for veterans is included in the Concept of support for defenders, which was developed in Lviv OVA. The essence of the Concept is to create such conditions in the Lviv region under which our Defenders, in the future – veterans, will successfully resocialize, find new resources, recover physically, psychologically, morally and mentally, rethink the uniqueness of their combat experience and find effective application for this experience in peaceful life.
Lviv Oblast became the first in Ukraine to implement this kind of veteran support program.
Within the framework of the concept of support for defenders in the Lviv region, the Department of Youth and Sports of the Lviv OVA is already implementing the program of physical and mental rehabilitation of war veterans and their family members “League of the Invincibles”.
And last Saturday, within the framework of the same concept, the Department of Tourism and Resorts of the Lviv Oblast organized a climb to the highest peak of the Lviv region for defenders undergoing rehabilitation in our region. Such ascents will take place regularly.
