Implementation of 8 projects funded by the European Investment Bank started in Lviv region

The list includes hospital repairs, reconstruction of kindergartens and construction of educational institutions.

In times of war, state budget funds are prioritised for national security and defence. In this regard, funding for the State Fund for Regional Development and a number of other government programmes has been suspended.

As of today, 8 projects are being implemented in 6 communities in Lviv Oblast, which were supported by the European Investment Bank as part of the competitive selection process for the Emergency Credit Programme for the Restoration of Ukraine. The funds are primarily used to improve healthcare and basic education services, as well as energy efficiency measures, which is extremely important in the context of Russia’s destruction of Ukraine’s energy infrastructure.

“It is important not to stop life, but to continue providing medical and educational services to the residents of the region. This is the responsibility of local authorities. Our European partners understand this, thanks to which socially important projects for Ukrainian communities are supported even in times of war,” said Stepan Kuibida, Director of the Economic Policy Department of the Lviv Regional State Administration.

This year, the European Investment Bank has allocated UAH 426.6 million for the implementation of the projects:

  1. Overhaul with energy saving measures of the Municipal Non-Commercial Enterprise “1st Territorial Medical Association of Lviv” at 23 V. Navrotskoho Street in Lviv;

St. Luke’s Hospital is a multidisciplinary clinical hospital for intensive care and emergency medical care with a design capacity of 383 beds. As part of the project, the facade insulation was planned this year, for which UAH 36.7 million of EIB funds and UAH 5 million from the budget of the Lviv City Council were approved. The work has already begun. As of now, 20% of the facade has been insulated.

  1. Overhaul with energy saving measures of the Municipal Non-Profit Enterprise “1st Territorial Medical Association of Lviv” at 4 Pylyp Orlyka Street in Lviv;

St. Nicholas Hospital is a multidisciplinary clinical hospital for intensive care and emergency medical care with a design capacity of 435 beds. This year, the project will include facade insulation, for which UAH 50.5 million of EIB funds and UAH 5 million from the budget of the Lviv City Council have been approved. The tender procedure is currently underway.

  1. Reconstruction with energy saving measures of the Bilochka kindergarten in Verkhnya Bilka village

The building of the kindergarten is in a state of disrepair, so 40 preschoolers are forced to study in the premises of the Verkhnobilkivske secondary school, which makes it impossible to ensure a quality educational process. The project plans to replace the roof, windows, utilities, insulate the facade, carry out interior finishing work, purchase equipment, etc. UAH 19 million of EIB funds and UAH 3.9 million from the budget of the Pidberiztsi village council were approved for this purpose. The tender procedure is currently underway.

  1. Reconstruction of the kindergarten No. 7 “Dzvinochok” in Truskavets with energy saving measures;

The kindergarten enrols 98 children, including 18 internally displaced persons. This year, the project plans to insulate the facade and replace the roof, for which UAH 13.7 million of EIB funds and UAH 2.5 million from the budget of the Truskavets City Council have been approved. The work has begun, the roof has been replaced, and facade insulation is underway.

  1. Overhaul of the Vinochok kindergarten in Mostyska with energy saving measures

More than 270 children study in the kindergarten, including 8 internally displaced persons. This year, the project plans to insulate the facade, for which UAH 6.7 million of EIB funds and UAH 1.5 million from the budget of the Mostyska City Council have been approved. We have signed an agreement with a contractor and are awaiting permits.

  1. Reconstruction and extension of school No. 41 in Bryukhovychi

A long-term construction project, construction work began in 2015. The project envisages the completion of a new school building with classrooms, a gym, an assembly hall, a canteen, a library, workshops, lifts for people with limited mobility, a simple shelter, and the construction of multifunctional sports grounds. The design capacity of the new school building will be 660 pupils. To complete the project, it is necessary to insulate the facade, carry out interior finishing works, purchase equipment, etc. This year, UAH 90 million of EIB funds and UAH 20 million from the budget of the Lviv City Council were approved for this purpose. The tender procedure is currently underway.

  1. Reconstruction of the Lyceum named after Hero of Ukraine Mykola Pankiv in Solonka village

The lyceum is the community’s main institution, where children from 12 settlements study. In addition, the Solonkivska Children’s and Youth Sports School operates on the basis of the institution. Overall, with a design capacity of 620 places, the need is twice as high. As part of the project, it is planned to complete the construction of a 480-seat educational building and a sports building. This year, UAH 120 million of EIB funds and UAH 12 million of the Solonky village council budget were approved for this purpose. The tender procedure is currently underway.

  1. Construction of a school in Sukhovolia village

Construction work began in 2015 due to the deterioration of the existing building and the significantly higher need for secondary education (approximately 200 children are forced to attend schools in neighbouring settlements). The new school will have a design capacity of 500 pupils. To complete the project, it is necessary to complete the school building, boiler room, utility networks, insulate the facade, perform interior finishing works, purchase equipment, etc. This year, UAH 90 million of EIB funds and UAH 30 million from the budget of the Zymnovodivka village council were approved for the project. Work has begun: the building walls are being masonry, floors are being installed between floors, and utilities are being installed.
