One of the directions is bringing administrative services closer to residents of all settlements of territorial communities.
Throughout June, thematic meetings were held in seven district military administrations on the initiative of the development department for the provision of administrative services for digital development of the OVA.
The basis for the discussion was the creation and improvement of the activity of TsNAPs. The participants were heads of the RVA, deputy heads or heads of community affairs, and heads of the Central Administrative Council of 73 communities of the region.
The task of the events was to coordinate the efforts of the OVA and the RVA, the communities of the region to form proper TsNAPs. RVA officials were involved in the meetings in the process of constant monitoring and cooperation with the communities of the district.
The participants of the event discussed the legislative and regulatory requirements that apply to the following spheres of activity of the current TsNAPs of the region:
- premises and infrastructure, including inclusiveness;
- creation of remote workplaces (hereinafter referred to as remote workplaces);
- updating of normative documents;
- employee access to registers and actual provision of services;
- mechanisms for monitoring and analyzing activities;
- information that should be placed in the TsNAP section on community websites.
In each area, the employees of the department analyzed the actual state of activity of the current TsNAPs of the region. We took into account the quarterly reports of TsNP submitted to the Ministry of Digital Transformation of Ukraine for the 1st quarter of 2023. And they also took into account the relevance of the approved regulatory documents based on the Google form, which was filled out by the heads of the TsNP and analyzed the sections of the TSNP on the community website.
The participants of the meetings were presented with the results of the analysis for each community, where inconsistencies/problems regarding the fulfillment of legislative and regulatory requirements in the above areas were recorded.
In order to improve the activities of the existing regional administrative centers, community leaders must eliminate inconsistencies within the specified time limits.
In September-October of this year, the employees of the department, together with the responsible employees of the RDA, will conduct an analysis of the implemented proposals and record the level of their implementation.
