The final stoppage of state funding of preferential travel was formalized at the end of 2016.
Today, October 17, a ZOOM meeting was held with the Ministry of Veterans Affairs of Ukraine on the need for compensation from the state budget for preferential transportation of combatants and members families of the dead.
A number of the following issues were discussed at the meeting:
The state of the network of bus routes in the Lviv region (the number of cases of refusal of carriers from routes has increased) and their social and economic component, the need to compensate road carriers for losses incurred for carrying out preferential transportation;
Formation of clear accounting and subsequent compensation of funds for preferential transportation to carriers;
Inclusion of the Lviv Regional State Administration in the interdepartmental working group on compensation for losses from preferential transportation.
The final stop of state funding of preferential travel was formalized at the end of 2016, when the Budget Code was amended. According to them, preferential travel was transferred from the categories of expenses, which are provided at the expense of state budget funds, to expenses that can be carried out from local budgets.
The main reason for the lack of funds for preferential travel in the state budget is not so much the lack of finances as the impossibility of qualitatively calculating the amount of necessary expenses.
“In 2024, the Lviv Region will be able to automatically calculate data on the exact number of trips made, including discounted ones, with the help of an automated system for accounting for fares on public suburban and intercity bus routes. In this way, the main problem of preferential transportation is solved – their compensation”, – said the head of the transport and communication department of Lviv OVA Stepan Rudnytskyi.
