The Prozorro system has proven itself as a powerful platform for procurement.
The purchases that take place there are an additional market for the sale of services, goods and works for any business.
However, as noted in the Department of Economic Policy of the Lviv Regional Government, due to constant changes in procurement legislation, procurement (business) participants have difficulties entering the “procurement market”. So within the School, the participants were told: how to select tenders for participation; what kind of competition currently exists in the public procurement market; how to read the tender documentation correctly; how to flawlessly prepare a tender offer; how to develop your tactics to win.
Where to start, entrepreneurs who want the state to become one of their customers:
Choose one of the electronic authorized sites;
Register in the “Prozorro” system through the selected site;
Find a tender using one of the following ways:
on the web portal https://prozorro.gov.ua;
on any electronic site of the system;
by setting up a subscription in the personal account on the site;
through the bi.prozorro analytics module.
Make payment for participation in a specific purchase. For the submission of a tender offer by the participant, the operator of the electronic platform shall charge the participant a fee in the amount depending on the cost of the purchase.
Submit an offer: prepare the necessary documents that meet the requirements of the customer’s tender documentation and upload online through a personal account and apply the EDS/CEP.
On the second day, the “Procurement Participant School” discussed the practical aspect of procurement: they considered real procurement cases, the peculiarities of preparing a tender offer and concluding contracts, discussed the possibilities of protecting the interests and rights of procurement participants and appeals in the AMCU.
As the Deputy Minister of Economy of Ukraine, Nadiya Bigun, noted in her welcome speech, the basis of successful procurement is openness, transparency and fair competition. And in today’s realities, all participants in the procurement process especially need to make maximum efforts to build a strong Ukraine in the post-war period.
“We are the first to implement such a project. Participation in this event, as well as the participation of authorized persons in the “Customer School”, is free of charge. Our key goal is to attract more entrepreneurs to purchases, and to destroy the opinion that working with the state is “unpromising”, said Stepan Kuybida, director of the Department of Economic Policy.
“We try to be closer to business, because in today’s realities, we as a state must support business, and business must support the state. We are working to ensure that procurement is open, transparent, high-quality and competitive,” added Lesya Bordun, head of the financial analysis and public procurement department of LOVA’s economic policy department.
