The Ministry of Digital Transformation of Ukraine held the Digital Power Summit 2024: Digital Leadership of Communities forum to recognise communities that have shown significant digital success.

During the event, digital community leaders talked to government representatives, discussed this year’s priority projects and digital solutions that can be initiated in their municipalities and regions.

The pilot Digital Transformation Index of Ukrainian Territorial Communities was also presented, and its results will help community leaders identify strengths and weaknesses and implement digital initiatives.

14 hromadas from the Lviv Oblast entered the TOP 100 most digitised hromadas, namely:

“Even large hromadas in other oblasts sometimes have not done what we already have in rural hromadas of the Lviv Oblast. This is due to our projects that covered all hromadas at once, such as e-document flow. We still have a lot of work to do, as the average rating of Lviv Oblast hromadas is 26 out of 100%, although this is the best indicator among the regions. Hromada heads need to demonstrate more specific examples of digitalisation, and so that there are categories of “free solutions”, “solutions that replenish the budget” and all others,” said Oleksandr Kulepin, Deputy Head of Digital Development, Digital Transformation and Digitalisation (CDTO).

These communities were selected according to the Digital Transformation Index of Territorial Communities, which consists of:

The Index is available on the beta version of the Digital Community web platform at https://hromada.gov.ua/index.

“In 2023, Lviv region became the second in Ukraine in terms of regional digitalisation. Today, we are the first in terms of digitalisation of territorial communities. This success was made possible by fruitful cooperation with territorial communities, when each successful joint project motivates everyone to cooperate effectively in the next one. Despite the successes already achieved, we still have a lot of work to do and we believe that thanks to strong synergies with communities, our future projects will bring even more significant results,” said Maksym Stoliarchuk, Head of Digital Development Department of Lviv Regional State Administration.
