The regional commission of TEB and emergency services recognized the flood in Lviv region as an emergency situation at the facility level

Today, June 11, an extraordinary meeting of the Regional Commission on Technological and Environmental Safety and Emergency Situations was held in the Lviv OVA under the chairmanship of the head of the Lviv OVA Maksym Kozytskyi. It was called because of flooding in Skhidnytsia and Skolivska communities.

“Our key task now is to prevent the following consequences that may arise in connection with the rise of the river water level, and to be ready to take priority measures for the evacuation of people and animals. If necessary, Lviv OVA is ready to provide on-site all material and technical means necessary to eliminate an emergency situation.

I also thank the local authorities, district administrations and local self-government bodies for promptly organizing the resettlement of people in the most affected areas, and the rescuers for helping to evacuate the population.

The main thing at the moment is to have information about the destruction and damage of bridges and roads and to control it so that it does not pose a threat to people’s lives and health, – emphasized the head of the Lviv OVA.

According to the commission’s decision, the situation that arose on June 10, 2023 due to the overflow of the Skhidnychanka River in the territories of Skhidnytska (Drogobytskyi district) and Skolivska (Stryyskyi district) communities due to the passage of heavy precipitation in the form of rain, the destruction of bridges, medium-pressure gas pipelines and the flooding of more more than 100 farms were defined as an emergency situation at the object level, which in the future, according to the acquired criteria, can be defined as an emergency situation at the local or regional level.

Yuriy Kagitin, head of the Main Directorate of the State Emergency Service in the Lviv region, informed about the situation at the place of flooding.

“People were evacuated both from sanatoriums and from houses, because the water level reached about 1.5 m, and not all residents could leave their homes on their own. Operations were also carried out to transport cars that were floating in water. An operational group is working in the affected areas. In case of aggravation of the situation, we are ready to involve personnel,” Yuriy Kagitin added.

The heads of the Drohobytsk and Stryi district military administrations of the district state administrations, together with the relevant local self-government bodies, to urgently instruct:

To ensure prompt implementation of emergency rescue and other urgent works to eliminate the consequences of worsening weather conditions and rain floods;
Take measures to organize the comprehensive life support of the affected population (accommodation in places of temporary residence, organization of meals, provision of basic necessities, provision of medical and psychological assistance, etc.);
by June 14, it was instructed to organize an inspection of destroyed (damaged) buildings and structures, to determine the extent of the damage and to determine the amount of funds needed for their restoration.
to inform the population about the ban on the use of water from wells until the situation is stabilized and the results of laboratory tests are received – until the epidemic situation is stabilized.

In addition, the heads of the Drohobytsk and Stryi district military administrations, the Basin Management of Water Resources of the Western Bug and Syan rivers, the heads of the Skhidnytsk and Skoliv territorial communities, the road management department of the regional state administration, the Highway Service in the Lviv region, within their competence, by July 1, to take measures to restoration of destroyed (damaged) buildings and structures, road and other infrastructure. If necessary, prepare the materials provided by the legislation for submitting an appeal to the Cabinet of Ministers regarding the provision of assistance from the state budget for liquidation of the consequences of a natural emergency.

The basin management of water resources of the Western Bug and Syan rivers should urgently organize and carry out the clearing of the Skhidnychanka riverbed.

Also, according to the decision of the commission, the structural subdivisions of the OVA were instructed to take preventive measures regarding the possible consequences of the flood, in particular, to work with tourist operators on promptly informing the authorities about tourists who were in the emergency zone and in need of urgent assistance, to inform the population in a timely manner about the deterioration weather conditions, to provide assistance to the affected population, etc.

The main department of the National Police of the region and the territorial department of the National Guard must immediately, within the limits of their competence, in the territory of settlements affected by the deterioration of weather conditions and rain floods, ensure that measures are taken to organize road traffic, the appropriate level of public order and security, strengthen security measures in order to prevent destabilization of the operational situation, facts of crimes, including those related to looting.
