In Lviv, new housing was allowed to be built on Pid Goloskoy in exchange for the construction of a school and a kindergarten: the residents are not against it

The developer will build a new secondary school for 450 students along with a kindergarten for 70 children on Malogoloskivska Street. Instead, the company was allowed to build a small residential complex with 65 apartments in this neighborhood.

On August 4, by the decision of the executive committee of the Lviv City Council, the Golosko Park LLC company received urban planning conditions and restrictions for the construction of a residential complex in the “Under Golosko” area. At the same time, the developer is investing in the construction of a new secondary school and a preschool educational institution near the housing.

As explained in the Department of Architecture and Urbanism, the project of an educational institution is currently being developed. This school corresponds to the results of the architectural competition. Although it is located on a difficult terrain, there is a necessary number of sports areas for different age groups, so that school students, kindergarten students, and residents of the district can comfortably use them.

“During the design process, it is possible to accommodate more students in the school, as the workload in this area is quite large. The total capacity of the school will be 450 children,” explained Anton Kolomeytsev.

The construction of the school will continue in parallel with the construction of the residential complex. A three-section building with 7, 8 and 9 floors will be built on a plot of 0.22 hectares. In total, there will be 65 apartments and 64 parking spaces.

As a reminder, since 2020, Lviv has had a moratorium on the issuance of town planning conditions and restrictions on new construction in the Pid Goloskom microdistrict, which has borne fruit. Today, according to Lyubomir Zubach, the deputy mayor of Lviv for urban development, the moratorium has not been canceled and it continues to operate.

“I emphasize that the moratorium remains in effect. Today’s decision is an exception to the rule. And what is important, this decision was supported by a working group that functions within the microdistrict, which includes a very large number of residents of the district. We also discussed this decision at meetings with residents in the district itself. Now we have an example of an approach when someone who wants to build housing invests his resources in the development of social infrastructure. A school is a very serious investment, and in fact it will help make this area more comfortable for living,” said Ljubomyr Zubach.

Residents of the district, who are part of the working group, supported the decision to build a school and a house.

“We support the issue of school construction and exclusion from the moratorium. We understand that it may not be as smooth as we would like, but given that we need a school and this is an opportunity to implement it in a high-quality manner as soon as possible, we support such a decision,” said Yurii Gupalo, a resident of the “Pyd Golosko” district , member of the working group.

“The moratorium continues to operate. If there are other developers who want to build something in that neighborhood, there should be the same approach. An adequate proposal for their participation in the development of social infrastructure, bringing this issue to the consideration of the working group, support from the residents and only then an exception to the rules is possible. All decisions must be discussed and accepted by residents,” added Lubomyr Zubach.

According to the investor, the preparatory work for the construction of the school on Malogoloskivska is ready to start already this month. It will take a few months to transfer networks, and only then will they begin construction work.

Let’s add that the same developer is already building a new modern building of 80 Lyceum on Heroiv Krut Street.
