The Lviv City Council and UNFPA, the United Nations Population Fund have agreed on cooperation to prepare Lviv for activities in the status of the Youth Capital of Europe 2025. The relevant memorandum was signed by the First Deputy Mayor Andriy Moskalenko and UNFPA Representative in Ukraine Massimo Diana.
“We are extremely happy to acquire new partners in the city today. Being the youth capital of Europe in 2025, we aim to implement a number of projects for the development of youth in the city, so signing this Memorandum gives us, as a city, new opportunities,” says Andrii Moskalenko, First Deputy Mayor.
According to the memorandum, Lviv City Hall and UNFPA will cooperate on promoting youth participation, expanding youth opportunities, developing youth infrastructure, building the potential of youth organizations and local self-government bodies, as well as promoting Lviv as the European Youth Capital 2025.
“When all opportunities are open to young people, they are powerful drivers of change. However, they need support and resources to actively participate in shaping their future. In Lviv, we see a successful municipal model for creating opportunities for young people. This model has played a crucial role in protecting young people from the effects of war and should be a source of inspiration for other cities. Also, we are happy to sign today the Memorandum of Understanding with the Lviv City Council, especially considering the active preparation of Lviv to become the European Youth Capital in 2025,” said Massimo Diana, Representative of UNFPA, the UN Population Fund in Ukraine.
Within the scope of cooperation, Lviv will be provided with support in the following areas:
- Increasing the level of youth participation, including support for comprehensive research (Youth Well-Being Index, etc.), support for the development of youth policy and support for other participation mechanisms.
- Promoting the development of the city’s youth infrastructure for the promotion of additional programs for the development of life skills and improving the well-being of young people in order to form and enrich the youth capital of the city of Lviv.
- Provision of technical expertise through capacity building, knowledge sharing and expert support to the Lviv City Council, the Youth Capital of Europe team and other relevant stakeholders on the development and implementation of the road map for the preparation of the implementation of the title.
- Cooperation for the purpose of implementing policies and best international practices for working with youth at the level of local self-government.
- Creating innovative solutions in the areas of youth policy, work and research.
- Increasing the awareness of the Lviv community about services (including holding joint events), as well as increasing the availability and quality of services for victims of domestic and gender-based violence.
Providing comprehensive assistance to the development of an effective system of prevention and response to incidents of violence in the community of the city of Lviv, establishment of interdepartmental cooperation and coordination.

The Youth Capital of Europe is a title that the European Youth Forum assigns to a European city for a period of one year – in order to expand opportunities, activate young people and strengthen European identity through projects focused on the cultural, social, political and economic life of young people. The first capital was chosen in 2009. Lviv is the 17th owner of this title.
