Lviv residents who do not have the funds to repair their balconies will be helped by the city with repairs

Owners of individual balconies in buildings that are not architectural monuments in poor condition can apply for a special program to support co-owners of apartment buildings in carrying out urgent or capital repairs, reconstruction, repair and restoration works of common property in apartment buildings of the Lviv MTG.

Such a document was approved today at a session of the Lviv City Council. The repair of the balcony will be co-financed: 80% will be paid by the city, and 20% will remain with the resident. We remind you that previously co-financing worked only for objects of historical heritage.

“The balcony is the property of the resident. And it imposes corresponding obligations. Despite this, the city has prepared a program that expands the possibilities of co-financing balcony repairs. When repairing a balcony, 80% of the funds are ready to be given by the city, and 20% must be provided by the resident. I would like to note that there are approximately 380,000 balconies in Lviv, so this will require significant funds, which we will have to reserve in the budget for next year. But there are no other options, because many balconies are really in bad condition.

Often, people, using the balcony, forget that the balcony is theirs, and think that someone else should repair it for them,” Lviv Mayor Andriy Sadovyi emphasized.

As explained by Iryna Marunyak, the deputy mayor of Lviv in charge of housing and communal services, the balcony is included in the technical passport of the apartment, so residents are responsible for its condition. Now, in each district of the city, appropriate working groups have been created, which conduct inspections of balconies. The survey should be conducted by October of this year and the corresponding acts drawn up: how many balconies are in good condition, how many are in satisfactory condition, and how many need repair.

“Initially, the balcony is inspected by a regular commission with the participation of the balance keeper of the building, a representative of the district. They conduct an inspection of the slab, railing of the balcony and determine its condition. When the committee sees that the balcony is in bad condition, it orders that the resident must bring it to a proper condition to prevent injuries. Next, it is necessary to order an expert opinion from a specialized organization that will give a proper assessment of the condition of the balcony. If this conclusion confirms the emergency, then it is necessary to collect the appropriate package of documents and apply for participation in the Program.

About 2 million hryvnias have been allocated to the districts of the city. Therefore, it is possible to repair a certain number of balconies this year,” said Iryna Marunyak.

As a reminder, residents who own balconies in architectural monuments must apply for the Co-financing Program for the Restoration of Balconies in Residential Buildings in order to repair their balconies. You can get more detailed advice on this program by contacting the Department of Historic Environment Protection. And the documents will need to be submitted to TsNAP.
