Lviv appealed to Kyiv for the fifth time regarding the transfer of powers to carry out building control in communities

Lviv has sent the fifth appeal to the State Inspection of Architecture and Urban Planning about the transfer of powers in relation to annexed communities. It is about issuing permits in the field of urban planning, as well as construction monitoring and control over construction.

The Lviv Inspection of the State Construction and Construction Authority emphasizes that the number of appeals they receive from residents indicates that in order to avoid construction chaos, it is critically important to obtain the authority to carry out building control in all settlements of the Lviv community.

As the urban planning department reminded, back in 2016, the Lviv City Council received from Kyiv the authority to carry out architectural and construction control on the territory of the city of Lviv. This happened within the framework of the decentralization reform, which is called the most successful in Ukraine.

“And with the creation of the Lviv community as a part of 20 settlements, the city inspection of the DABC, however, did not get the opportunity to automatically conduct arch-building control on the territory of all these cities and villages. Therefore, it is logical that immediately after the creation of the OTG, Lviv made official appeals to the state authorities – twice to the then still functioning DABI and twice to DIAM, which was created in the process of reforming the field of construction control. There was no response to any appeal,” said the city planning department of the LMR.
