The participants are almost seven dozen heads of police stations of territorial communities of the region.
Today, July 12, the workshop “Lviv region – for veterans” started in Lviv region. Practical aspects of providing administrative services through TsNAPy to veterans and their family members, families of fallen Defenders of Ukraine, and persons with disabilities as a result of the war.”
The organizers of the event are the Department for Digital Development of the Lviv Regional Military Administration, with the support of the United Nations Development Program (UNDP) in Ukraine within the framework of the UNDP project “Strengthening the resilience of communities in the regions of Ukraine”, financed by the government of Great Britain.
As noted during the event, its purpose is the need and necessity to exchange vision and experience on the implementation of services, including administrative services through the National Center for the Prevention of Cruelty to Veterans, their family members, and the families of the deceased. Therefore, representatives of communities and regions that have already confidently taken the first steps in this direction from the Kyiv city state administration, Dnipropetrovsk, Kyiv, Lviv regional military administrations, Lviv, Yavoriv, and Drohobytsk territorial communities were invited to the event.
“As an administration, we started working on the Concept of Veterans’ Support 1.5 months ago and we had a lot of questions about the development of TsNAPs. However, during this time we have already had changes, in particular changes in the 523 Resolution of the Cabinet of Ministers say that the TsNAPs of the Tsnapa are beginning to play an important role in providing services to veterans. Also, the trend towards the development of a barrier-free society is growing in Ukraine. This is not only about physical barrier-free, but also informational. During the forum, we will learn how to properly communicate with veterans during the provision of services so as not to cause harm. I am very sorry that Lviv Oblast is initiating this. We want our region to take the first step in providing services to veterans, and the skills acquired during the forum spread to every community. These seminars are designed to help us improve the quality of our professional credentials. By the end of the year, we want to see how our TsNAPs have transformed. Also, I want to thank UNDP, thanks to whom all this became possible”, – said the deputy head of the Lviv regional state administration for digital development, digital transformations and digitalization (CDTO) Oleksandr Kulepin.
During the event, UNDP Regional Coordinator in Lviv Oblast Ihor Nazar familiarized those present with the regional development projects of the UN Development Program in Ukraine, and Maksym Stolyarchuk, Head of the Digital Development Department of Lviv Regional State Administration, introduced the main aspects of the development of cooperation between Lviv Regional Development Authority and the UNDP Regional Development Program.
The concept of supporting the Defenders of Ukraine on the territory of Lviv Oblast was presented by Iryna Shurpyak, Chief of Staff of the Lviv Regional Military Administration.
“A veteran is the same citizen of our country as any other. He should get quality service. In our region, high-quality administrative services are provided, and this direction is developing. Lviv Oblast is one of the best regions in terms of adaptation and rehabilitation of veterans, we have a strong clinical base, but we need to continue to develop the full range of opportunities for defenders,” said Iryna Shurpyak.
The head of the department spoke about the work of the interdisciplinary team working on regional programs and the training of case managers to coordinate and provide advisory assistance to veterans within the framework of the Concept.
“Employees from various fields who are currently working with the veteran and answering his questions are already partially performing the functions of case managers. There are a number of institutions that already have experience in such work, but there are not enough of them, they are not in every community. Therefore, in general, training such individuals who are employed in the community is now a good option to respond to the request and prepare for the return of our defenders. The main task of this specialist is to provide an answer to the question of where you can undergo rehabilitation, prosthetics, how to get social assistance, what options for obtaining funds from the regional budget, etc. Currently, there are special people in the region who have undergone appropriate training. But currently their number is insignificant and does not cover the full need. This training continues,” added Iryna Shurpyak.
The seminar-workshop for the heads of TsNAPs will last three days.
