Due to the armed aggression of the Russian Federation against Ukraine, thousands of forced migrants moved to Lviv Oblast. The Council of IDPs, which was created in the region, is designed to help the integration of internally displaced persons, the work of regional and local authorities to ensure the rights and interests of IDPs.
Among the main tasks are assistance in ensuring the social protection of IDPs, their employment, provision of housing, provision of psychosocial, medical and legal assistance, etc.
Today, September 27, the first meeting of the IDP Council in Lviv region took place. During the meeting, the chairman, deputy and secretary were elected.
Olena Grekova became the head of the IDP Council, she is an internally displaced person and represents “Right to Protection” (Luhansk).
Kateryna Merkulova, who came to Lviv Oblast from Kryvyi Rih a few years ago and created a shelter for internally displaced persons in Truskavets, actively developing assistance for this category of persons, became the deputy head.
Inna Shapran was elected to the post of secretary. She is a volunteer of “Medical and psychological assistance” at the Main Railway Station of Lviv, of the “Bird of Ukraine” public organization, she came from Dnipropetrovsk region.
The composition of the IDP Council was formed from representatives of internally displaced persons and specialized divisions of the Lviv Oblast. The members of the council also include representatives of relocated businesses and heads of public organizations.
Today’s meeting was familiar. Organizational issues were discussed at it and the plan for further actions was considered.
“This council unites people who experienced internal displacement, who lost their hometown, their home, but did not lose faith in the future. This is a place where they can discuss their questions, share experiences and find answers. Board participation is more than just discussion. It is a common cause where everyone can help the other. Here, people join forces to provide support to other internally displaced persons who need help and protection,” explained Halyna Bordun, adviser to the head of the Lviv Regional Military Administration, head of the Coordination Center for Civilian Population Support at the Lviv OVA.
She emphasized that the Council can influence decisions related to the rights and support of internally displaced persons. People who join the board can participate in the decision-making process and make suggestions.
The Council creates and implements joint projects and initiatives. People contribute their ideas and energy to a joint effort to improve conditions and support internally displaced people.
Another important part of the council’s work is the transfer of experience. Council members share their experience and knowledge on the adaptation and integration of internally displaced persons. This allows others to learn from examples of successful adaptation.
“The council also fights for the rights of internally displaced persons and makes proposals for legislative initiatives and political decisions aimed at supporting this group of people. The IDP Council is a part of the community that has the power to change the lives of those who have lost everything, and to do it together,” Halyna Bordun added.

Halyna Bordun is an adviser to the head of the regional state administration, head of the Coordination Center for Civilian Support under the Lviv Regional Military Administration.
Margarita Bozhko is an internally displaced person (by consent) since 2015, when she left with her family (husband, minor daughter and parents) from the occupied city of Khartsyzk, Donetsk region, to Kreminna, Luhansk region.
Lilia Bourdieu – Acting head of the Main Department of the National Social Service in the Lviv region (by agreement).
Olena Grekova is a representative of the Charitable Organization “Charitable Fund “Right to Defense” (by consent) in Luhansk.
Olga Demyanenko is an internally displaced person (by consent).
