Another special body is planned to be created at the Drohobytsk City Council – the Council on Issues of Forcedly Displaced Persons. The corresponding decision was made today during the regular meeting of the executive committee.
Therefore, the decision approved the Regulations on the Council on IDPs. The personnel of the future body will be formed from the number of internally displaced persons, representatives of local self-government bodies, and representatives of public associations that work with IDPs or protect the rights and interests of forcibly displaced persons.
The draft decision was presented by Oksana Matchyshyn, head of the city social services center, who has been working with forced migrants and IDP settlement centers in our community since the beginning of the full-scale invasion.
A survey conducted this summer shows that about 20% of IDPs cannot or do not plan to return home. Therefore, one of the main tasks facing both the state and local authorities is the integration of forced migrants into new communities.
Therefore, as part of this process, on August 4, 2023, the Cabinet of Ministers of Ukraine adopted the Resolution “On the Approval of the Model Regulation on the Council for Internally Displaced Persons”, which recommended the establishment of appropriate Councils for IDPs in local communities.
The powers of the Council will include the development and provision of proposals for projects of local programs to support businesses that have moved their facilities to our community. Also, organizational, methodical and advisory support in the development of local and regional programs in the budgetary sphere and in the provision of housing for internally displaced persons.
The personnel of the Council on IDPs will be formed in accordance with the recommendations of the Cabinet, where half of the personnel will be internally displaced persons, a third will be representatives of the local self-government body, and the rest will be representatives of NGOs conducting activities in the field of ensuring and protecting the rights of IDPs. The head of the council will also be elected from among IDPs.
