In Lviv, a mass survey of balconies was completed, the owners of emergency balconies were reminded about programs for co-financing repairs

For two months, the condition of balconies in multi-apartment residential buildings was checked in Lviv. The commissions inspected 5,448 buildings, including 58,535 individual balconies and 7,148 public balconies. Among them, 9,270 individual balconies and 4,201 public balconies were found to be in unsatisfactory condition. 192 residents have already applied for participation in the Balcony Repair Co-financing Program, which was adopted this year, and according to which 80% of the repair cost is ready to be paid by the city, and 20% by the resident.

The city also continues to operate a separate program for the restoration of balconies in architectural monuments.

“The check is complete. Surveys were conducted in communally owned buildings, where communal management companies are the managers. 5,448 houses were surveyed, with 58,535 individual balconies and 7,148 public balconies. Therefore, there are 9,270 individual balconies and 4,201 public balconies in poor condition. The most comments were made on balconies in Halytskyi and Lychakivsky districts, the least on balconies in Sykhivskyi district.

The examination was carried out by a committee. The commissions included the foreman of the management company, the chief engineer, and a representative of the district administration. The examination was carried out in the presence of the resident.

Unfortunately, it was not possible to get inside up to 23% of apartments with individual balconies – that’s 13,470 apartments. These balconies were examined only from the outside. However, we plan to come again to see them from the inside. Also, in parallel, the residents of these apartments themselves can contact the management company, the district administration or the “Hotline” with a request that the commission come to them.

I would like to note that when the members of the commission saw that the balcony was in bad condition, they fenced off the dangerous area to prevent elements from falling. Or they ordered towers to remove those elements that threatened to fall,” says Iryna Marunyak, deputy mayor of Lviv for housing and communal services.

Therefore, in those apartments where it was not possible to find the residents, the commission left an informative message that the balcony must be inspected. They also left an information note with an algorithm of actions on how to repair a balcony near such an apartment.

“Balconies are private property. Therefore, residents are obliged to ensure that the balconies are in good condition. Today in Lviv, there is a corresponding program, under the conditions of co-financing: 80% of the funds are paid by the city, and 20% by the residents, it is possible to repair the balcony. On average, repairing a balcony costs UAH 60,000-100,000. UAH 10,300,000 has been allocated from the budget for this year for its implementation. To use the Program, it is necessary to submit an application, an expert opinion that the balcony needs repair, documents for the ownership of the apartment, and a technical passport to the district administration or through the National Center for Social Development. Then the district administration will process this application and then conclude an agreement with the appropriate firm that can carry out these works. Agreements are published on Prozoro,” the official continues.

Regarding the repair of public balconies, according to Iryna Marunyak, residents can also apply for participation in the Co-financing Program. The only thing is that here all residents already pay 20% together, because the balcony for common use is joint, compatible property.

As of today, district administrations have already received 192 applications from co-owners of apartments who are ready to co-finance the repair of balconies.

Also in Lviv, the Balconies Restoration Program in Architectural Heritage Buildings continues to operate. Here, co-financing is UAH 10,000 from the residents, and the rest is paid by the city. In particular, work is currently underway on the street. Gogolya, 10, and the project and estimate documentation for the repair of 5 more balconies is also being adjusted.

“Our task is safe balconies. Moreover, there are mechanisms, there are relevant programs at the city level, and the city is ready to take on the lion’s share of financial support for the repair of balconies owned by residents.

Residents, for their part, must also take the initiative and treat their property responsibly. Therefore, I want to thank those Lviv residents who repaired their balconies on their own. This is very responsible,” Iryna Marunyak emphasizes.
