In the center of Lviv, on Chornovola Avenue, a scandal has erupted surrounding a flower pavilion which was illegally registered. According to the legal department of Lviv City Council, in 2009, the local government issued a permit to LLC “Kvitkova Perlyna Nova” to set up a temporary flower pavilion, explicitly stating that building a permanent structure was not allowed.
However, after the lease ended in 2019, it turned out that the company misused the situation by registering ownership through the Mykolaiv District Court. Lviv City Council reacted immediately, demanding the dismantling of the structure through legal channels, with the appeals court confirming the illegality of the registration on January 28.
“This created a difficult situation for honest entrepreneurs who found themselves hostages of the owner’s unscrupulous actions. The city’s initiatives for renting land for flower trade were not intended for permanent construction, which the entrepreneur violated by registering a non-existent right of ownership,” stated Halyna Paionkevych, head of the legal department.
The Department of Economic Development in the city is doing everything possible to provide fair conditions for florists. As noted by Inna Svystun, the director of the department, the city is resolving issues related to illegal land occupation and also providing florists with the opportunity to develop their business in new, comfortable locations.
