The profile commission of the regional council determined the affiliation of regional medical facilities in the system of the hospital district of the region

By May 1, the health care department of Lviv Oblast must submit its proposals for the formation of a hospital district and hospital clusters to the Ministry of Health for approval. The new changes are planned to be implemented as early as January 2024.

We will remind that the formation of hospital districts means that there will no longer be a division into regional, city, and district hospitals. Instead, there will be supracluster, cluster and general ones. Together with the network of medical facilities providing primary care and the center of emergency care and disaster medicine, they will form a capable network of health care facilities (a hospital district is a region, a hospital cluster is a district).

Today, during the meeting of the deputy commission of the Lviv Regional Council on health and maternity issues, the director of the LOVA health care department, Orest Chemerys, presented to the commission the department’s proposals regarding the affiliation of medical facilities of the regional subordination to the appropriate categories, according to the new distribution.

“According to Cabinet Resolution No. 174 of February 28, 2023, we prepared our proposals, which indicated the institutions that claim the status of supercluster or specialized.

The resolution stipulates that several multi-specialty hospitals for the treatment of adults and only one multi-specialty children’s hospital can be superclusters. In addition, a list of specialized centers in certain directions has been determined. In fact, all regional medical institutions are engaged in these directions,” said Orest Chemerys.

Therefore, the department proposes to define three medical institutions of regional subordination as superclusters:

Lviv Regional Hospital of Veterans and Repressed named after Yu. Lipi;
Lviv Regional Clinical Hospital;
Lviv Regional Children’s Clinical Hospital “Okhmatdyt”.

We will remind you that the supercluster hospital is a multidisciplinary hospital, where medical care will be provided to extremely difficult patients and where they will be able to receive advice or help from all specialists without exception.

Regional oncology, cardiology, psychiatric, infectious, etc. centers were added to the specialized centers according to a separate profile.

Thus, as Ivan Sobko, the profile deputy head of the Lviv OVA, reported, the ENT deputy commission on health care and maternity today approved the proposals of the health care department regarding the location of medical facilities under regional control in the hospital district. However, until April 25, members of the commission who have comments on the proposals can initiate a meeting of the commission to consider the comments.

In the future, as noted by Ivan Sobko, the commission’s decision signed by the acting head of the ENT Department will be referred to the Ministry of Health for consideration.

“For three months, the Department of Health held consultations with representatives of communities and heads of medical institutions regarding the place of each health care institution in the new system proposed by the legislation – cluster, supercluster or general hospitals. Communities had to submit their final proposals to the department by April 11. For their part, the regional military administrations must develop and submit proposals to the Ministry of Health for approval regarding the definition of a capable network of health care facilities and draft plans for the development of hospital districts,” added Ivan Sobko.
