In Lviv, 49 residents of buildings damaged during the latest missile strike will already receive funds from the city to rent temporary housing. The relevant decisions were adopted by the executive committee of the Lviv City Council.
The assistance is being provided to residents of the building at 25 Patona St and 77 Vyhovskoho St whose flats were destroyed by the Russian strike. At one of its recent meetings, the executive committee approved a further 11 applications totalling UAH 172,000 per month. Previously, 38 applications for UAH 597,000 had been approved. The total monthly amount for the 49 applications is UAH 769,000.
The head of the Housing Department of the Lviv City Council, Vladyslav Ivanov, stressed that the city is ready to compensate the cost of renting temporary housing for residents of the buildings at 25 Patona St and 77 Vyhovskoho St whose flats have been destroyed, until their homes are restored.
The missile attack on Lviv took place on 30 July. The worst affected were two residential buildings on Patona and Vyhovskoho streets. In total, more than 20 residential buildings were damaged, as well as a school, a nursery and a library. One person was killed as a result of the shelling.
In the building at 25 Patona St, which suffered the most extensive destruction, dismantling works are ongoing: specialists are removing hazardous elements and inspecting damaged flats and structures to determine the next steps for restoration. In the building at 77 Vyhovskoho St, emergency repair and restoration works are also under way, and from next week a large-scale dismantling of damaged structures is planned here. The inspection of other damaged buildings has already been completed, and the city is preparing to help repair roofs, façades and windows.
Several types of compensation are available for affected Lviv residents:
- for a single broken window — UAH 15,000;
- for damaged entrance doors — UAH 20,000;
- for water damage to a flat during fire-fighting — UAH 15,000;
- for rent for former residents of a one-room flat — UAH 12,000 per month;
- for residents of two-room flats — UAH 15,000 per month;
- for residents of three-room and larger flats — UAH 17,000 per month.
If a person who previously lived in a one-room flat rents a larger home, the city will still pay them UAH 12,000, and they must cover the remaining rental cost themselves.
To receive compensation for broken windows, entrance doors or water damage to a flat, an application must be submitted to the Administrative Services Centre (TsNAP) together with the following documents:
- a copy of a Ukrainian citizen’s passport or a passport with a contactless electronic chip, together with the original certificate of registered place of residence (stay);
- a copy of the taxpayer’s registration card number;
- information on the bank account and its details;
- a copy of the document confirming ownership of the damaged or destroyed housing;
- a visual inspection report on the damage drawn up by the management company, condominium association (OSBB), housing construction cooperative (ZhBK) or another authorised organisation;
- copies of documents confirming the actual cost of expenses (till receipts, invoices, etc.).
To apply for financial assistance for rented housing, residents must submit an application to the TsNAP and attach:
- a copy of their passport;
- a copy of the certificate confirming assignment of an identification number;
- bank account details;
- a copy of the document confirming ownership of the flat, a copy of the occupancy order or a copy of the order on amending the residential tenancy agreement;
- for persons who are registered in the flat but are not its owners — an act confirming permanent residence, drawn up by the building manager (OSBB, ZhBK, private or municipal management company).
On the basis of the submitted documents, the executive committee of the Lviv City Council adopts a decision on granting financial assistance for temporary accommodation for the duration of relocation. All payments are made to the recipients’ bank card accounts.
