The Cabinet of Ministers of Ukraine has approved the procedure for providing a one-off cash payment of up to UAH 95,000 for male and female veterans and serving military personnel who have completely or partially lost their sight while defending Ukraine. The programme is being implemented as a joint project of the state and the Ukrainian Red Cross.
The funds are intended for the purchase of a specified list of household appliances and assistive devices designed to make everyday life safer and easier for people with visual impairments.
Those eligible for this support are combatants who have completely or partially lost their sight while defending Ukraine, as well as persons with disabilities caused by the war in the relevant categories.
In Yavoriv, applications are accepted by the War Veterans Support Centre of the Yavoriv City Council at: 10 Lvivska Street (in the Administrative Services Centre building). Documents must be submitted by 31 July 2026.
Once the application has been approved, the Ukrainian Red Cross will transfer the funds to a special account opened with Oschadbank or Ukrgasbank. Payments will be made between 1 August and 30 October 2026.
To apply for this support, you must submit:
- an application form;
- copies of your passport and RNTRC;
- documents confirming veteran status or status as a person with a disability caused by the war;
- a medical document confirming complete or partial loss of sight;
- an invoice for the goods you plan to purchase.
The support is provided only once and may be used exclusively for the approved list of household appliances and assistive devices. If the document package is incomplete, the application will be temporarily left without consideration until the shortcomings are remedied.
Under this programme, it is possible to purchase, in particular, smartphones with a voice assistant, laptops with screen-reading software, washing machines and other appliances with voice or mechanical controls, navigation devices, reading machines, medical devices with voice guidance, assistive software and other tools that help people with visual impairments.
