The yield of agricultural crops, in addition to the use of zoned varieties and the introduction of advanced agricultural techniques, largely depends on the extent to which they are provided with nutrients and proper protection against pests, diseases and weeds during the growing season. The effectiveness of the use of plant protection means depends on the level of qualification of specialists, their knowledge of the use of modern plant protection means.
According to the Law of Ukraine “On Plant Protection” Art. 16, 17, Article 11 of the Law of Ukraine “On Pesticides and Agrochemicals”, persons who carry out work on transportation, storage, application, trade of pesticides and agrochemicals are required to undergo annual training with the issuance of permits and certificates. The procedure for obtaining admission (certificate) was approved by the Resolution of the Cabinet of Ministers of Ukraine dated September 18, 1995 No. 746.
Training is provided at the expense of enterprises and organizations. The cost of training is established in accordance with the List of paid services provided by the bodies of the State Production and Consumer Service. Heads of farms, enterprises and organizations, farmers, as well as workers engaged in the trade of pesticides are obliged to determine the contingent of workers who must undergo training and submit relevant applications and lists, as well as copies of medical examinations.
According to Resolution of the Cabinet of Ministers of Ukraine No. 297 dated 16.03.2022, paragraph 1, it is established that the validity period of permits (certificates) for the right to work related to the transportation, storage, use and trade of pesticides and agrochemicals, issued in accordance with the legislation and valid as of January 1, 2022, it is extended for the period of martial law in Ukraine and for 90 days following the day of its termination or cancellation.
