During the period of martial law, the import of vehicles as humanitarian aid is regulated by new rules.
According to the resolution of the Cabinet of Ministers of Ukraine of September 5, 2023, No. 953, recipients of humanitarian aid must adhere to certain requirements. They must be registered in the Unified Register of Humanitarian Aid Recipients and enter information about the cargo into the automated registration system. It is also necessary to submit a declaration of the list of goods recognized as humanitarian aid at the checkpoint across the state border.
“This is extremely important because a properly completed declaration is one of the mandatory documents based on which a vehicle can be registered with the Ministry of Internal Affairs authorities,” emphasized the State Customs Service.
Amendments to the declaration are permitted only before its submission to the customs authority, except for certain cases. After crossing the customs border, changes are possible only in box 12 of the declaration. For other changes, the applicant should contact the Ministry of Social Policy.
