From November 1, 2025, a new procedure for processing and extending mobilization deferments is in effect in Ukraine.
The main innovations include automatic extension of most existing deferments, priority processing in digital format via the Reserve+ application, and the ability to submit applications through any convenient Administrative Service Center (ASC).
To apply via ASC, you need to contact any ASC with your passport, tax identification number, and a package of documents confirming the right to deferment. The administrator sends your application to the relevant Territorial Recruitment Center (TRC) via the Diya portal. The system automatically checks the availability of active applications.
The ASC only accepts the application, and the decision on the deferment is made exclusively by the TRC. After the TRC’s decision, a positive response is sent to the Reserve+ application, and the deferment mark is automatically reflected in your electronic military record document. A refusal can only be appealed in court.
