Benefits for Combatants: What to Expect in 2025
In 2025, citizens who obtain the status of a combatant will be entitled to a range of state benefits in accordance with the Law of Ukraine \”On the Status of War Veterans, Guarantees of Their Social Protection.\”
What benefits are provided?
- 75% discount on housing and utility services
- 100% discount on utility services for combatants with disabilities
- 75% discount on heating fuel (if central heating is unavailable)
- 50% discount on utility services for families of deceased military personnel
Who is eligible for benefits alongside combatants?
- spouse
- children under 18 years old
- unmarried adult children with disabilities from childhood I-II group or with disabilities I group
- dependent parents
- guardian or custodian residing with the beneficiary
How to apply for benefits?
Contact:
- Administrative Service Center (ASC)
- Social Protection Department
- Pension Fund of Ukraine — at the place of registration or residence
Required documents:
- applications (for entry into the Unified State Register of Persons and for benefits)
- copies of passport, identification code
- documents confirming the right to benefits
- bank account details
- personal account data for payment of utilities and services
- other documents (if necessary)
