The Cabinet of Ministers of Ukraine has adopted changes to the construction norms, simplifying processes and prioritizing the accessibility of historical sites.
Resolution No. 967 of August 13, 2025, defines a new approach to construction work without the need for permits. The main goal is to facilitate the installation of means for unimpeded access to cultural heritage. From now on, it is allowed to install ramps and other facilities for people with disabilities even within historical monuments.
“This is permitted provided that the work does not interfere with the enclosing structures and does not harm the monuments,” the resolution states. Such work can be carried out according to approved scientific and project documentation without additional documents.
