Starting November 1, 2025, new rules for obtaining mobilization deferments are being introduced in Ukraine.
The Ministry of Defense of Ukraine emphasizes that 80% of deferments are already available for online processing, most of which will be automatically extended.
Key changes include automatic renewal of deferments confirmed in state registries, and the possibility of online processing through the ‘Reserve+’ application for nine categories of citizens.
For those whose type of deferment has not yet been digitalized, an application can be submitted at any convenient ASC. From November 1, 2025, a paper certificate of deferment with a wet stamp will not be required.
