A Forum of regional agricultural producers was held in Lviv, organised by the Department of Agro-Industrial Development of the Lviv Regional State Administration and the NGO “All-Ukrainian Agrarian Council”. The event brought together around 100 representatives of business, government bodies and parliament to develop anti-crisis solutions for the agricultural sector in wartime conditions.
During the discussions, participants focused on agricultural producers’ access to working capital, export logistics, reserving employees from mobilisation, state guarantees on loans, as well as tax changes regarding fuel excise duty.
“The war has changed the conditions for agricultural enterprises: there are currency fluctuations, staff shortages and rising fuel prices. Our task is not just to record the problems, but to find solutions: to secure financing so that the mechanisms we have developed work, and farms are able to get through the sowing and harvesting campaigns,” emphasised Yurii Buchko.
During the forum, key indicators of the agricultural sector of Lviv region were presented. According to the organisers, the agro-industrial complex generates around 20% of gross regional product. The region is home to 1,443 agricultural enterprises, including 1,038 farms.
In the first seven months of 2026, the gross output of the agricultural sector increased by 14.3% compared with the same period last year. More than 1.16 million tonnes of grain crops and 206.6 thousand tonnes of oilseeds have already been harvested.
Agricultural producers in the region have attracted UAH 9.7 billion in credit resources, of which around UAH 3 billion under the “5-7-9%” programme. The regional programme to support the agro-industrial complex in 2026 provides for UAH 22 million. Ten municipalities have joined the financing, and the funds are being directed towards the development of vegetable growing, livestock farming, leasing programmes and grants of up to UAH 500 thousand for demobilised defenders who plan to start their own agribusiness.
Based on the results of the forum, the proposals developed are to be submitted to the Verkhovna Rada and the government for further consideration in the process of improving sectoral legislation.
