In connection with a significant number of appeals regarding the receipt of the decision of the head of the OVA on departure from the borders of Ukraine by drivers aged 18-60, the chief of staff of the Lviv Regional Military Administration, Taras Gren, spoke about the rules for obtaining permission to cross the border in accordance with paragraph 28 of the Rules for Crossing the State Border by Citizens of Ukraine , approved by the resolution of the CMU dated January 27, 1995.
To obtain the right to travel outside of Ukraine for a period of one month, men (drivers) aged 18-60 must apply to the email address: Humtransport1@gmail.com with a letter signed by an electronic digital signature of a legal entity. In the subject of the letter, you must specify the full name of your organization. A sample letter is here.
“Departure decisions are issued exclusively for the transportation of medical cargo, humanitarian aid cargo for the needs of the Armed Forces, other military formations and the population.
An obligatory part of the letter is the justification of the need for the right to travel abroad, which contains information about the volume of cargo, the number of people and means of transport necessary for their transportation, as well as supporting documents regarding the cooperation of recipients and senders of cargo: contracts, memoranda with relevant details, within the framework of such activity
In order to obtain a second permit, in addition to the above-mentioned documents, it is necessary to attach confirmation regarding the previous importation and declaration of humanitarian aid cargo,” Taras Gren’ emphasized.

After processing the received appeals, the Lviv Regional Military Administration makes a decision on the departure of drivers outside Ukraine, and sends relevant letters to the State Border Service of Ukraine.
In turn, the border service makes a decision regarding the passage of the truck driver and/or humanitarian cargo if there is a decision of the LOVA to leave Ukraine, compliance with the rules for crossing the state border of Ukraine, and the presence of information about the person in the relevant information system. If the purpose of the trip is not confirmed, authorized officials of the State Border Service will refuse to cross the state border.
Consideration of the appeal lasts up to 10 working days and taking into account the number of appeals under consideration. Documents must be submitted no later than 5 working days before the planned departure. If these requirements are violated, the relevant appeals will not be considered.
