The Lviv Regional Council has added the Powder Tower at 4 Pidvalna Street in Lviv to the list of second-type property that may be leased out without an auction. This decision was adopted on Tuesday, 20 October, and it opens the way to conclude a long-term lease agreement with the Lviv Regional Organisation of the National Union of Architects of Ukraine.
The changes implement the arrangements set out in the Memorandum on Cooperation and Dispute Settlement previously signed by the Lviv Regional Council, the National Union of Architects of Ukraine and the Lviv Regional Organisation of the NUAU.
The next step will be to carry out the procedures required by law: obtaining approval from the Ministry of Culture of Ukraine and conducting a monetary valuation of the monument. After this, a long-term lease agreement is to be concluded between the Department for the Management of Jointly Owned Property of the Lviv Regional Council and the Lviv Regional Organisation of the NUAU.
Under the Memorandum, the Powder Tower will remain in the joint ownership of the territorial communities of Lviv Region. At the same time, the architectural community will be able to continue using this historic space for professional, cultural, educational, scientific and civic activities.
The parties have also agreed to settle court and out-of-court disputes, conclude a protection agreement for the monument, and attract additional financial resources for its maintenance, preservation and restoration.
The Powder Tower is a cultural heritage monument of national significance and part of the UNESCO World Heritage Site “Lviv – the Ensemble of the Historic Centre”.
