The Lviv City Council will prepare an appeal to the Prime Minister of Ukraine, Serhii Koretskyi, requesting that the state budget provide co-financing for the restoration of facilities damaged as a result of Russian attacks on the city.
This decision was announced during a session of the City Council by councillor Viktoriia Dovzhyk, who heads the financial policy department of the Lviv City Council. According to her, the financial burden on the city budget is constantly increasing.
In particular, Lviv is funding concessionary travel from its own budget in the amount of over UAH 1 billion, and is also covering tariff differentials of at least another UAH 1 billion. Additionally, in 2026 the city plans to allocate almost UAH 590 million for the remuneration of teaching staff and a further UAH 26 million for catering in educational institutions. Thus, additional expenditure in the education sector will exceed UAH 600 million from the city budget.
A separate and significant financial challenge for Lviv remains the elimination of the consequences of Russian strikes. According to Viktoriia Dovzhyk, the restoration of residential buildings damaged during the aggressor’s latest attack alone will cost the city more than UAH 300 million.
The councillor also recalled that, according to Article 142 of the Constitution of Ukraine, the expenses of local self-government bodies arising from decisions of state authorities must be compensated by the state. Against this backdrop, as emphasised by the Lviv City Council, ever more financial obligations are being placed on local communities.
In its appeal to the government, Lviv will ask for co-financing of the reconstruction of facilities damaged as a result of Russian attacks, in order to reduce the burden on the city budget and accelerate restoration work.
