Deputies of Lviv City Council have for the second time appealed to the head of the Lviv Regional Military Administration, Maksym Kozytskyi, over the prolonged delay in approving two infrastructure projects — the construction of a crematorium at the Holosko cemetery and the remediation of the Hrybovychi municipal solid waste landfill. The relevant appeal was read out at a plenary session by councillor Nazarii Berbeka.
According to the information set out in the appeal, the documents on the remediation of the Hrybovychi landfill have already been under consideration for 238 days, and those relating to the construction of the crematorium for 212 days. The councillors stress that such a delay is blocking the commissioning of the facilities and creating financial risks for the city.
Nazarii Berbeka reported that, regarding the crematorium, Lviv City Council had submitted revised project documentation. In parallel, a draft resolution has been prepared proposing an additional allocation of UAH 40 million from the city budget to complete the facility. According to him, it is critically important for the city to provide additional funding for the construction as soon as possible and to complete the commissioning of the crematorium.
The situation with the remediation of the Hrybovychi landfill, according to the councillor, is even more complex. The facility cannot be commissioned without approval of the title, and the delay may result in penalties from the contractor. The documents for this project were submitted for approval on 4 March 2026, and 238 days have passed since then. After receiving comments, the city addressed them and on 7 October resubmitted the documentation package for consideration.
The appeal also notes that the documents relating to the construction of the crematorium were sent to the Lviv Regional Military Administration on 30 March 2026, and at the time the appeal was considered, 212 calendar days had passed. After a long wait, Lviv received comments, which were taken into account, after which the updated documentation was again submitted for approval.
The councillors recalled that on 28 September the Prime Minister of Ukraine instructed the Lviv Regional Military Administration to consider the city council's appeal regarding these projects. However, as stated in the letter, even after this decision the issues remain unresolved, and the formal procedure for approving the titles continues to be protracted.
The text of the letter of appeal emphasises that months-long waiting for administrative decisions on facilities that are critically important for the community is unacceptable. In the councillors' view, the delay entails risks of additional costs, missed implementation deadlines and loss of funds, including international financing, whereas approval of the title is a formal procedure and does not directly concern funding.
Lviv Mayor Andrii Sadovyi stressed that the absence of formal approval is creating significant difficulties for municipal bodies and described the situation as unprecedented.
«The absence of this formal approval is creating problems for municipal bodies. I believe this is a precedent in the history of the Ukrainian state. It could quite safely be submitted to the Guinness Book of Records as an example of how, at state level, title approvals are handled at the request of a community», — Andrii Sadovyi
Lviv City Council is calling on the Lviv Regional Military Administration to complete the approval procedures as quickly as possible so that the city can continue implementing the projects for the construction of the crematorium and the remediation of the Hrybovychi landfill without further delays and financial risks.
