On 20 October, deputies of the Lviv Regional Council approved the Anti-Corruption Programme for 2026–2028. The document is aimed at improving the system for preventing and combating corruption in the work of the Regional Council, increasing transparency and openness, as well as reducing corruption risks in the activities of the local self-government body.
The programme provides for the establishment of high standards of integrity for the staff of the executive office and for regional councillors, as well as the introduction of mechanisms for accountability and oversight.
According to Nazarii Sumalo, Chair of the Commission on Law Enforcement, Anti-Corruption Activities and Military Formations, a specially established working group was responsible for drafting the document. During its preparation, an anonymous survey was conducted, and the Lviv Regional Council organised a public consultation on the draft programme.
The discussion involved staff of the Regional Council's executive office, councillors, representatives of the Ivano-Frankivsk and Rivne Regional Councils, as well as members of the public.
“The Anti-Corruption Programme is not a formal document, but a comprehensive tool aimed at enhancing transparency, accountability and integrity in the work of the Lviv Regional Council. It has been developed taking into account an assessment of corruption risks and the proposals of staff, councillors and the public. Our task is to create an effective system for preventing corruption that will strengthen citizens' trust in local self-government bodies and ensure openness in decision-making,” said Nazarii Sumalo.
Following its adoption, the Anti-Corruption Programme of the Lviv Regional Council will be submitted for approval to the National Agency on Corruption Prevention.
