During the XCVI session of the Truskavets City Council, the powers of Mykola Senkiv as a new deputy, replacing the late Ihor Stasyk, were announced, and amendments to the community budget as well as a number of land and property decisions were adopted.
The meeting took place on 13 October and lasted just over two hours. As usual, the deputies began their work with the performance of the State Anthem, a minute of silence, birthday greetings and the consideration of deputies’ inquiries. Inquiries were submitted by Andrii Stepanenko, Mariia Nastoishyn and Volodymyr Stetsivka, in particular regarding the city’s readiness for possible shelling and the winter period, problems with illegal parking near the weeping beech and in other locations, as well as the situation with village wells and the Dobrohiv Lake, from which water is not being discharged into the river.
The head of the Truskavets Territorial Election Commission, Svitlana Breno, informed the council about a change in its composition. The mandate of city councillor Ihor Stasyk, elected from the European Solidarity party, was terminated due to his death. The next candidate on the party list to become a deputy was Mykola Vasylovych Senkiv, born in 1983, with a higher education, director of the municipal enterprise “Truskavetsvytlo”. He already had experience in a representative body, having been a deputy of the Truskavets City Council of the previous 7th convocation. At the session, Mykola Senkiv took the oath, received his deputy’s ID and joined the further work of the council.
One of the key items was the adoption of amendments to the community budget for 2026. Overall revenues and expenditures were increased (no specific figures are given in the report), with part of the funds to be directed to several important areas. Around UAH 5 million has been earmarked for public amenities, over UAH 2 million for medicines, services and other needs of the Truskavets City Hospital and the Primary Health Care Centre, and almost UAH 1 million for the cultural sector. The executive committee will receive about UAH 6 million for staff costs, energy resources, utilities and current expenses, including the purchase of a tablet for the parking sector and the payment of court fees.
Separately, about UAH 600,000 has been allocated for road repairs in the Bukhala tract in the village of Oriv, including the purchase of limestone. A further UAH 1 million is being provided as a subvention to the regional budget for the already completed repair of the Nyzhnia Stynava – Oriv road. Other financial decisions include support for Truskavets football and volleyball teams, funding for the “Family holiday” programme for serving military personnel and veterans, the purchase of a new blood analyser and heat recovery units for primary health care facilities, three barriers, as well as the preparation of a waste management programme.
Among organisational matters, the session approved the creation of a guardianship and care sector within the structure of the children’s services department. The deputies also, on the third attempt, agreed to lease premises on the seventh floor of the Truskavets City Hospital municipal non-profit enterprise to two medical institutions from the town of Toretsk in Donetsk region – the Toretsk City Hospital municipal non-profit enterprise and the Toretsk Primary Health Care Centre municipal non-profit enterprise. Previously, this issue had been put to the vote twice – at the 94th regular and 95th extraordinary sessions – but at that time the decision failed to gain the required number of votes.
During the meeting, despite the absence of separate decisions on the allocation of funds for the needs of the Armed Forces of Ukraine, the deputies supported programmes and initiatives related to service personnel and veterans, in particular funding for “Family holiday” in the amount of UAH 4 million and the rental of premises for a public organisation working to strengthen the resilience of Ukrainian military personnel.
The council also voted to name two streets in the village of Modrychi: one was named Kozatska, the other Haidamatska. At the end of the meeting, the deputies considered more than two dozen land issues, bringing the session’s work to a close.
