Russia authorizes housing seizure on occupied Ukrainian territories until 2030

Russia has passed a law enabling large-scale confiscation of property on Ukraine’s temporarily occupied territories. Under the new legislation, residential buildings and apartments can be labeled as “ownerless” and reassigned to other individuals.

This legal framework will remain in effect until 2030. Its primary aim is to provide housing for Russian military personnel, law enforcement officers, and government officials who are being relocated to the occupied regions.

Key provisions of the law include:

  • Properties whose owners fled due to the war or went missing can be declared “ownerless”;
  • Such housing may be confiscated without a court ruling;
  • The properties will be reassigned primarily to Russian military and state officials.

In practice, this marks yet another attempt to legitimize the seizure of Ukrainian property and alter the demographic composition of the occupied territories.
