Lviv community refuses urban planning conditions for three projects

The Lviv City Council is preparing a decision to refuse the issuance of urban planning conditions and restrictions for three new construction projects within the Lviv municipal territorial community. These concern projects in Dublyany, Lviv and Bryukhovychi. This was reported at a meeting of the executive committee by the Director of the Department of Architecture and Spatial Development, the City Chief Architect, Anton Kolomyeitsev.

The Department of Architecture and Spatial Development explained that refusals to issue urban planning conditions and restrictions are given when documents are not submitted in full, are drawn up with technical errors, or when development intentions contradict the current urban planning documentation.

We issue refusals due to an incomplete set of documents or because the documents are technically incorrectly prepared. Refusals also apply in cases where the declared intentions do not comply with the urban planning documentation — Anton Kolomyeitsev

The first refusal concerns an application for the reconstruction of detached houses in Dublyany on Kyiaka Street. According to the Chief Architect, the applicant did not submit the full set of documents required by law.

The second case is related to the intention to build a new office centre on Kuznevycha Street in Lviv. This project has already been considered by the Urban Planning Council, which recommended that it be revised. The current grounds for refusal are the inconsistency of the declared parameters with the requirements of the zoning plan, in particular regarding the permissible height of the building and the conditions for its placement on a plot with limited parking capacity.

Another refusal is being prepared regarding an application for the approval of urban planning conditions and restrictions for a project on Lvivska Street in Bryukhovychi. In this case, the development intentions are not aligned with the current urban planning documentation.

The Lviv City Council emphasises that each project, before the issuance of urban planning conditions and restrictions, is checked for compliance with legislation and urban planning documentation in order to ensure balanced and high-quality development of the community’s territories.
