26-Year-Old Woman and Two Men Set Up Illegal Driver’s License Scheme in Lviv with Documents Mailed from Volyn

Officers from the Lviv Department of Internal Security, together with investigators from the Main Department of the National Police in Lviv region and supported by the Main Service Center of the Ministry of Internal Affairs, have uncovered an illegal driver’s license scheme operating in Lviv.

Three individuals — two men and a woman — were found to be involved. They ran a sort of “office” in the city where they offered to help clients pass the practical driving test and obtain a license in exchange for money.

Key facts of the case:

  • The organizers misled clients, claiming it was almost impossible to pass the driving test alone, but promised success for over $500.
  • Their scheme included sending clients to a local service center for an initial (deliberately failed) test attempt.
  • For a successful result, clients were sent to a center in Volyn region, where a supposed insider would help them pass.
  • After the test, clients were told to ask no questions, and later received their license via mail in Lviv.
  • They even exploited active and former military personnel, including combat veterans.
  • The illegal activity went on for a significant period before it was exposed.

The suspects have been officially charged under Article 369-2, Part 3 of the Criminal Code of Ukraine (abuse of influence), which carries a penalty of up to 8 years in prison.

Police are currently verifying:

  • The authenticity of the confiscated licenses
  • The origin of the documents
  • Whether service center staff were involved

Procedural oversight is being carried out by the Lviv Specialized Defense Prosecutor’s Office of the Western Region.
