The suspects, the director of the contractor construction company and the head of one of the departments of the Stryi city council – the customer, were exposed by operatives of the Security Service of Ukraine in Lviv region together with investigators of the Stryi district police department, under the procedural guidance of the Stryi district prosecutor’s office.
As the law enforcement officers established, a contract was concluded between the Stryi City Council and one of the construction companies for the capital repair of the “Sokil” stadium located in the city of Stryi. In the future, the contractor made known false information in the acts of the performed works, overestimating the scope of the performed works, and the customer – the head of one of the departments of the Stryi City Council, approved these acts.
As a result of such criminal actions, losses in the amount of almost 520 thousand hryvnias were caused to the territorial community.
The law enforcement officers informed the director of the contracting organization about the suspicion of committing criminal offenses provided for in part 4 of article 191 (Empropriation, waste of property or possession of it by abuse of official position) of the Criminal Code of Ukraine and part 2 of article 366 (Official forgery) of the Criminal Code of Ukraine. The maximum punishment provided by the sanctions of the articles is imprisonment for a term of up to eight years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.
The head of the administration of the Stryi city council (the customer) was notified of the suspicion of committing a criminal offense, provided for in part 2 of article 367 (Official negligence) of the Criminal Code of Ukraine. The sanction of the article provides for punishment – deprivation of liberty for a period of two to five years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with a fine of two hundred and fifty to seven hundred and fifty non-taxable minimum incomes of citizens or without such
The pre-trial investigation is ongoing. The issue of the removal of the head of the city council from her position, as well as the selection of preventive measures by the suspect, is being resolved.
