Scheme of Avoidance of Service through Forgeries Exposed in Lviv Region

An illegal scheme has been exposed in the Lviv region that allowed military personnel to avoid service using forged medical documents. The main figure turned out to be a 41-year-old head of the medical service of one of the military units, who organised the entire process. The investigation established that she issued fictitious certificates of illness to discharge servicemen on medical grounds.

During 2024-2025, the lieutenant colonel created counterfeit documents, including fake seals, stamps, and signatures, which confirmed ‘unfitness’ for service. Based on these fictitious documents, military personnel submitted discharge reports. At least nine individuals took advantage of this scheme. The lieutenant colonel has been detained, as reported by the Specialised Defence Prosecutor’s Office of the Western Region.

Competent authorities, including investigators from the SBI in Lviv, continue their investigation. The highest punishment provided under the charges is up to 10 years of imprisonment. Note: A person is presumed innocent until proven guilty by a valid court conviction.
