In the Lviv region, an indictment has been submitted to court against a 43-year-old official of one of the lyceums, who is accused of inflating the cost of furniture and equipment, causing losses of almost UAH 1.4 million to the local budget. This was reported by the Drohobych District Prosecutor’s Office.
According to the investigation, the authorised public procurement officer of the municipal institution of the Lviv Regional Council, responsible for conducting tenders at the lyceum, failed to comply with the methodology for determining the value of goods and did not monitor market prices.
In August 2025, the accused selected as the winner of a tender an entrepreneur whose bid exceeded UAH 1 million. Under the contract, the lyceum purchased furniture, an interactive display, a laptop, 30 tablets, as well as a digital weather station with a barometer and hygrometer. According to the case file, the market value of this equipment was almost twice overstated.
The official conducted another tender in November of the same year. On that occasion, the educational institution purchased three sets of computer equipment and multimedia devices for more than UAH 1.6 million, with an overpayment of almost UAH 860,000. On the basis of the signed delivery notes, the funds from the local budget were fully transferred to the suppliers.
The investigation believes that due to the improper performance of her official duties, the official caused losses to the local budget totalling around UAH 1.4 million. She is charged under Part 2 of Article 367 of the Criminal Code of Ukraine – improper performance by an official of her duties due to negligent attitude towards them, which caused serious consequences to state interests. It is reported that the damage caused has been fully compensated.
The pre-trial investigation was carried out by investigators of the Drohobych District Police Department of the Main Directorate of the National Police in Lviv region, with operational support from the Cybercrime Counteraction Department in Lviv region of the Cyber Police Department of the National Police of Ukraine.
In accordance with the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in the manner prescribed by law and established by a guilty verdict of a court.
